王国生率团出访 在卢森堡见证跨境电商试点等项目签约[多图]

The two parties hereto were the government of the Grand Duchy of Luxembourg and HenanProvincial Public Bonded Materials Group Co., Ltd. (hereinafter referred to as Henan Bonded Group). Patrick Nickels, Director of the Industrial Division ofLuxembourg Ministry of the Economy, and Ma Ziqiang, EHL General Manager of Henan Bonded Group, signed the Memorandum of Understanding between China and Luxembourg on behalf of the two sides respectively, it aims to replicateChina’s “1210 Mode” of cross-border e-commerce. This is the first attempt ofthe “1210 Mode” overseas, and Henan has taken a crucial step in the overseasreplication promotion of this model. The successful implementation of thecross-border e-commerce pilot project in Luxembourg will provide new impetusfor the development of cross-border e-commerce of “buying globally and selling globally”, which will bring new opportunities for the construction of “Online Silk Road”.

本次跨境电商试点签约双方为卢森堡大公国政府和河南省进口物资公共保税中心集团有限公司（以下简称河南保税集团）。卢森堡经济部工业司司长Patrick Nickels与河南保税集团EHL总经理马自强代表双方签署了谅解备忘录，双方约定将在卢森堡建立跨境电子商务领域试点，旨在复制中国跨境电商“1210模式”。这是“1210模式”在海外的首次复制尝试，河南在该模式海外复制推广走出关键一步。卢森堡跨境电商试点项目的顺利实施，将为“买全球、卖全球”的跨境电商进展提供新的动力，进而为“网上丝绸之路”建设带来新契机。

Around 10:00 a.m. local time, July 10, Luxembourg, Under the witness of Secretary of Henan provincial Party Committee-Wang Guosheng, thememorandum of understanding of China (Henan)-Luxembourg cross-border e-commercepilot project and related construction projects of “Aerial Silk Road” weresigned at the Conference Center of Chamber of Commerce in Luxembourg. This is the first visit of Wang Guosheng after his took office in Henan, and it is animportant link in the meeting of economic and trade cooperation of China(Henan)-Luxembourg “Aerial Silk Road”. Secretary of the Provincial Party Committee ofHenan Province, François Bausch, Minister of Sustainable Development and Infrastructureof Luxembourg and Yu Bosheng，Ambassador of Luxembourg to China, etc. attended the meeting and signed off.

王国生对双方加强合作寄托厚望。他表示，2013年以来，中国国家主席习近平提出的共建“一带一路”倡议，得到了卢森堡在内的140多个国家和地区、80多个国际组织的积极支持和响应，为构建人类命运共同体搭建了实践平台，正在给沿线各国人民带来实实在在的利益。2017年6月，习近平主席在会见贝泰尔首相时提出，中方支持建设郑州-卢森堡“空中丝绸之路”，这进一步拓展了“一带一路”建设的内涵，为深化双方合作打开更为广大的空间。卢森堡是欧洲的中心，爱讯网，已经成为河南联通欧洲的重要门户，全方位对外开放的战略支撑。近年来，河南把建设郑州-卢森堡“空中丝绸之路”，作为融入“一带一路”建设的中心任务，聚焦打造航空物流“双枢纽”。河南愿同卢方深化经贸合作，一起举办经贸对接活动，开展自由贸易先行先试，加强跨境通关协作，进展壮大跨境电商产业，规划建设国际经贸产业园，共同打造中欧联动进展、双向开放的合作典范。

卢森堡当地时光7月10日上午10:00左右，在河南省委书记王国生的见证下，中国（河南）-卢森堡跨境电商试点项目谅解备忘录和“空中丝绸之路”建设相关项目在卢森堡商会会议中心完成签约。这是王国生履职河南后的首次出访，是中国（河南）—卢森堡“空中丝绸之路”经贸合作对接会中的一个重要环节。卢森堡可持续进展与基建部部长弗兰科斯·巴彻、卢森堡驻华大使俞博生等出席会议并一同鉴签。
